Newfoundland 2025 Budget

The 2025 Newfoundland and Labrador budget, announced April 9th, has introduced changes in healthcare, and we outline below those which could impact the group benefits area: mental health investments, fertility treatment and pharmaceutical coverage.

Mental Health and Addiction

The budget includes considerable funding for additional recovery beds, social services, stepped-down mental health facilities, vulnerable youth support, harm reduction and naloxone kits. Investments in mental health and addition services is a consistent trend we have been seeing in many provincial budgets this year.

Expanded Access to IVF Treatment

One of the notable changes is the expansion of fertility services to include in-vitro fertilization (IVF) treatment within the province. The new budget allocates funding to establish an IVF clinic in the province, which is expected to be operational by 2026.

Additionally, the financial subsidy for IVF has significantly increased. Patients can now access one-time funding of up to $20,000, a substantial rise from the previous $5,000 per cycle for up to three cycles.

Addition of 18 Drugs to Provincial Coverage

The budget also expands the provincial drug coverage program by adding 18 new medications. These drugs address treatments for cancer, cardiovascular disease, tumors associated with tuberous sclerosis complex and reducing the risk of HIV-1 infection.
